Richard J. Covington Richard Covington is a certified public accountant and economist with over 25 years in the utility industry. His broad background includes cost of service and rate design, economic, financial and rate analysis, forecasting, integrated resource planning, management audits, merger and acquisitions, and contract development. He has served as Manager of Rate departments for both natural gas and electric utilities.
Bill Starnes Karl Nalepa is a utility economist with more than 23 years of private and public sector experience in the energy industries. He has extensive experience analyzing utility fuel and power supply costs, development of energy price forecasts, and evaluation of supply proposals. He has conducted management and performance reviews, and has prepared valuation studies of utility systems. Mr. Nalepa previously directed all natural gas utility analysis and policy activities for the Texas Railroad Commission.
Karl Nalepa Bill Starnes is a senior management consultant with over 19 years of broad based energy experience. His experience includes managerial work in strategic and operational planning, gas supply management, contract negotiation and administration, development and implementation of regulatory changes in restructured markets, retail electric aggregation, regulatory compliance,valuation of utility assets and utility rate analysis.
Patrick L. Wilkins, PE Patrick Wilkins is a registered professional engineer in the state of Texas and has over 25 years experience in the electric power, and engineering and management consulting fields. He has held management positions in the areas of corporate planning, treasury and market planning and research in three major electric utility companies. In addition, Mr. Wilkins has extensive experience in business and project development, acquisition evaluation and contracting in the power generation field.
Hal Hughes, PE Harold L. Hughes Jr. is a professional engineer with over 30 years of experience in the energy business. His broad background includes utility regulation and legislation, transmission line design and construction, and power plant construction and operations. While with the Public Utility Commission of Texas (PUC), Mr. Hughes served as Manager of the Fuels section, Manager of Engineering, and later as the Director of the Electric Utility Division with responsibility for overseeing all electric utility matters before the commission.
Bob Stemper Bob Stemper is an expert in pricing, cost analysis, utility modeling, and regulatory matters. He has over 30 years of experience as a regulator and as a consultant to the energy industry. Mr. Stemper has provided analytical and technical services in development of utility prices and costs; in the analysis of demand side management programs; in quantifying accounting adjustments in regulatory proceedings; in conducting competitive assessments; and in evaluating municipal revenue requirements.
Caitlin Bowdish Caitlin Bowdish is a mechanical engineer with over 7 years of experience in engineering and public management consulting. Her background includes mechanical modeling of next generation lithography, oilfield services design, and engineering project and program management. Mrs. Bowdish also has several years of experience in public management consulting and executive leadership training. She currently provides technical support on retail aggregation issues in the Texas electric market.
